Project for establishing HFCs emission survey method and localized emission factors database

Absrtact
Republic of China (Taiwan) has followed the Montreal Protocol to phase down chlorofluorocarbons (CFCs)and hydrochlorofluorocarbons(HCFCs). Now most of the domestic manufacturers have been replaced by hydrofluorocarbons(HFCs) in refrigeration and air conditioner. If more and more refrigeration and air conditioners are charged with HFCs which have high Global Warming Potential(GWP), ‘the greenhouse gas emission will increase. The project follow the 2006 IPCC Guidelines for National Greenhouse Gas Inventories to analyze the methodology of activity data, emission factors and uncertainty assessment for commercial refrigeration and air-conditioning. And surveying and establishing localized HFCs emission factors database in Taiwan. Also calculating HFCs emissions in 2018 for Taiwan’s National Greenhouse Gas Inventory Report and improving on the quality of national greenhouse gas inventories. The main work objectives include: (1) Analyzing HFCs reduction management policies and practices from international conventions and other countries and developing Taiwan's responding policy and strategies. (2) Analyzing the international statistical methods for the greenhouse gas inventory reports to establish Taiwan's medium and long-term estimation and statistical methods. (3) Visiting and surveying the domestic refrigeration and air-conditioning related industries, and establishing localized HFCs emission factors database for Taiwan.
